Create a project invoice milestone

Project invoice milestones can only be created on projects with a billingTypeId of "fixed" or "fixed_recurring".

If either quantity or rate are set to a value, then both are required and fee will be calculated. Otherwise, those fields can be set to null (the default) and fee can be set directly.
